Hate to be blunt, but unless the mindset of passengers change, this has no solution. Same scenarios on Indian trains, including the new Vande Bharat trains. Public facilities are abused, misused and often destroyed. "Not my personal property, so why should I care?"

In India there is a total lack of knowledge and common sense about hygiene especially with respect to use of toilet and shower. During my vacation in India we rented a condo for 4 days in Goa from an owner, an engineer who boasted about his travels to several developed countries in the west. The bathroom had a shower with a plastic curtain that was about 12 inches above the floor so the entire floor and the commode was soaking wet after a shower. Obviously, this engineer did not learn anything from his travels about how to properly equip and furnish a bathroom. There were no pegs to hang a towel or change of clothes. In every public toilet in India that we used the floor was like a swamp with "shit water" and women with sarees an inch from the ground had to use them.

I would suggest put a ticket bar code scanner on the door of toilet so passenger has choice either refuse to use a clogged toilet and exit immediately or whoever clogged or smoked weed in their would be subject hefty fine. So people would avoid doing such nuance in fear of name shaming and monetary fine.

India would never allow high ratio of toilet to Indian population. It would basically destroy thousand years old caste system. Untouchable should never have access to clean hygiene, otherwise it would just destroy/remove the lowest caste in the caste system. Once lowest caste is gone, the second lower caste would expect higher standard to remove its own caste etc. It is totally unthinkable as it would make India true superpower in future as caste system is destroyed, changing the whole Indian population with totally different perspective. West would never allow such country to rise to true superpower - they prefer the Indian to live in illusions of becoming superpower.
