well... no its not actually for free... a land was bought decades ago prior to the communist party by your family. then the communist party came into power and land is no longer "owned" by the person its now the "governments" land. and so every 50 years or so you go and get another piece of paper that says the land is yours until no one in the family go and get that certification. so when a family line dies off the land is repurposed. however, that also means that every 50 years the government can make you move without buying off the land from you.

In China, government owns the land, thats also applicable most of other countries, but Chinese people will receive right to use to certain lot alotted to them, when government need to claim and use it, they will compensate accordingly, also Chinese Citizen has no real estate tax, they only need to give a one time payment which is a very small amount according to the purpose, and then it is life time free, this is not happening in other country.
