Same here! In Africa, we can tell who is African and who is not mostly by their hair and complexion. For all foreigners, we lump all oriental-looking people as Chinese mostly by the shape of their eyes. We have interacted a lot with Indians so we can sort of tell them apart from other foreigners - of course not accurately! We can also tell Somalis from their frizzy hair although they have the same range of complexions as other Africans. All others (Europeans, Arabs, etc.) are simply white. If two African-American brothers (one with light skin and straight hair and the other with dark skin and curly/kinky hair came here, we categorize one as white and the other as a light-skinned African! We don’t often come into contact with people like those of the Pacific islands who have a dark complexion but have strange-looking hair. We would be hard-pressed to categorize them but most probably if asked, someone could say they are Africans with some albinism (cause we have many people with albinism who look like those Papuans and or Aborigines). But as for the dark Indians and others of south Asia, we would call them Indians because of their hair.

There is a serious confusion in using the term “Chinese”. If you are asking if you are a “Chinese National”, 中国人. That's easy. Whatever “Nationality” you are. You are that “National”. If you happened to be a citizen of the country China, then you are “Chinese” 中国人. For example, the late king Bhumibol Adulyadej of Thailand used to claim himself to be a Chinese; the fourth president of the Republic of Indonesia, Abdurrahman Wahid, claimed that he is a Chinese; a bunch of African islanders just off the east coast of Tanzania, etc. Obviously, they are not Chinese “citizens”. The answer by Feng Lu doesn’t really reflect the reality. Those white people in China are accepted as part of Chinese because they were there, China’s proper, for thousands of years and went through many conflicts with many other indigenous people before they got accepted as Chinese. It is not that easy to be accepted as Chinese even if some outsiders accept the Chinese culture. The original answer by Feng Lu just over simplifies and generalize everything. Qing dynasty was Manchu people. Manchu people look very similar to Chinese and Mongols from the outside, but Mongols, Manchu, and many other ethnic groups didn’t really accepted each other. They all went through many tough periods of rubbing and fighting in order to be accepted each other. Imagine someone who is Black or Indian, or someone who originally was not from China, and it is very tough and would not be accepted as Chinese.

It’s perfectly fine to have such a thought if you plan to come and live in China. Chinese people don’t like to discuss topics like lineage, ethnicity, or appearance. This is because China itself is a multi-ethnic country—we have 56 ethnic groups. As Feng Lu mentioned, many people from these ethnic groups look completely different from the "typical Chinese appearance" that most people are familiar with, but this in no way affects our fraternity as compatriots.
Since you have a sense of identification with Chinese culture, I believe you will have great motivation to keep learning Cantonese. Choosing an identity and lifestyle you like is a right that everyone should enjoy!

It’s your life, you can celebrate your 1/4 Chinese heritage however you please. (I assume you are a resident and citizen of a country where English is the official language and most of the population are native English speakers. I am a US citizen born to Chinese immigrant parents.)
I think it’s cool to learn new languages (there’s some evidence it helps you keep your mind sharp if you do so as an older adult) and see no harm in you wanting to learn Cantonese.

But again, you should try to connect with both culture - find out more about both sides of the family, they may have an interesting story you may not know. For example, I am interested in my ancestry and I want to find out more about it, I'm hokkien in descent, but I learnt teochew to understand better my mum side of the family, I try to learn hokkien but because I didn't grow up very hokkien as my dad do not stay with me. But will I learn hokkien eventually - definitely. I also learnt Cantonese, I can understand but I don't speak very well. I am also learning Malay because my mum is from Kelantan, she was born to Chinese parents but grew up in kelantan, hence being able to speak malay, so I also wanted to learn malay. The flow will bring you somewhere for sure, don't think about your skin colour, because it will destroy the fun of it, just enjoy doing what you want to do and have the chance to do.

As a Chinese, I must strongly oppose your wishful thinking to claim to be Chinese. As long as you don't look Chinese, no matter who you are, you will never be Chinese. If only the yellow race can be classified as Chinese, we also have Russian ethnic group in China (hence it is not right). He received education from China, his thoughts are Chinese. Then he is rightfully Chinese, no matter where his ancestral homeland is.
Chinese culture, make no distinctions in its teaching. As long as you agree with it, accept it, you will find yourself integrated into it. No matter your ethnicity, skin color, race, we have historical instances for it. The world will be datong (Great Unity, a classical Chinese concept for an utopian view of the world) in the end.
