Its possible but Northeast region is still under develop, GOI should come clean, accept their mistakes/error/ mostly Nehru blunders as there are hundreds and thousands of border issues, insurgency, xenophopia mostly outsider's misleading the NE indigenous people, using a tribal name company and evading GST tax was insane. There are many cases of non indigenous people coming in and scamming/ fraudulent activities. Not respecting Indian constitution laws and the tribals custom's. Why is it soo hard for non-locale people to understand, most NE tribals regions are protected under 6th schedule mostly to protect the tribals from demography change. To Bihari, Marwari, Gujju you cannot buy or occupy lands by any means and claim as yours, its against Indian constitution itself. And ILP is mandatory on NE border regions for national security reasons. Indian military agencies cant monitor every regions 24/7 especially the NE regions with 5 bordering nations

Who's duty is to make sure people follow the rules? It's ridiculous that people have now started to put blame on people instead of holding politicians accountable. Yes people lack civic sense but who's duty is to make sure that laws and fines are implemented in order to force people to be civilized, it's the leaders/politicians.
And this issue is not about civic sense it's the management failure to provide a top class venue for World championship and before you put the blame on organisers or whatever, it's the duty of our government to make sure that India's image is not tarnished due to such stupid carelessness and corruption.
