It is likely that the Brazilian exporter used a bulk cargo carrier that earlier had carry bulk wheat to deliver the soy beans now.
Some left over wheat   in the cargo hold is common, it is not likely to be a deliberate cargo dilution.
Whether any penalty on such "discovery" will be taken by China is a political decision.
Commercial field is like a battlefield.

Most countries in the world have strong testing and compliance regimes in place.   I live in Australia and countries like Japan (through the Japanese Ministry of Health,) Korea, Thailand, EU and others send bureaucrats to inspect farms, testing labs and export facilities.  They check the paperwork and look for inconsistency, because a  few farmers still have unapproved chemicals and "doctor" export certificates.  They are all supposed to follow the Codex Alimentarius for food safety and standards.  I have met these bureaucrats in testing labs and they often will ask for the information on the documentation which covers the actual location of the test samples (eg field, plot or vineyard row) date of sampling and testing and the time between sampling and testing which is very important for microbiological testing.   Plus, the Chinese (and others) test for a lot of pesticides and herbicides which aren't  either currently used in Australia or phased out.    Some old farms have kept old pesticides because they were extremely effective, expecting they can escape detection.  It doesn't happen anymore because even if we (in Australia) don't test for it, another nation or  external lab may test for those chemicals.  Japan used to post entries on the shipments that were banned on their website.  Each countries MRL (maximum residue levels) levels are published so noone has an excuse.

Even the 25 millions is not a sure thing.  I’m sure the conditions include no new tariffs.  Trump just announced additional 25% tariffs on any country dealing with Iran.  Did China get special exemption on the additional tariffs?  You can’t sign a deal then immediately break it.

I lived near the grain elevators and ship loading in Vancouver. I knew many people that worked there. I would suspect human error (I'm trying to be nice), the elevators can hold many different types of seed grains. The newest grain terminals are designed to minimize human error...

Note that between Brazilian producers and China there are a large number of intermediary companies of American origin, Cargill for example, which may be deliberately sabotaging Brazilian products. In the future, to avoid this type of problem, it would be necessary for Chinese seed, pesticide, and product purchasing and storage companies to come to Brazil, competing with those already established, aiming for better conditions for the products shipped.

Most of the soybeans raised in the US are "Roundup Ready" GMO soybeans. I can certainly see China "rejecting" any shipments of US soybeans.
