The programs you mention are attempts to buy public support or placate public anger. China is socialist because the laws and frxworks define the well-being of Chinese citizens as the priority of the state. The ultra-rich have been using anti-institutional propaganda in the USA for over 40 years, propagating the sovereign citizen myth, or libertarianism. It has worked pretty well so far.
