Because this is how most Chinese teenagers live.
I remember vividly in last year of high school, that the headmaster anxiously called out on the parents in a school-family meeting, that "There are still students who sleep more than 5 hours a day!" And that was in the early 2000s. I hear it’s even tougher now.
Some terrible crime, for a child to waste time sleeping more than 5 hours a day.
In a country where children rarely play sports in a meaningful way until adulthood, it’s hard to become good at football.
Then there’s corruption.
In a country that loves football and disrespect sports at the same time, the few under educated players who make it to the top make sure to hoard all the money they can while they can. This would include bribes to play on the team, match-fixing, etc. This creates a wall that prevents healthy competition to improve on the skills of the sport.

The military is coordinated and large because of the large pool of candidates. You need to apply and get accepted and then you have a chance. A lot don't make the grade.
For football, it will take a few more years of sextion and training.
They did the same for baseball, a sport my dad loved. They hired a baseball coach from the US and trained their players. In a few short years they had a team in the Olympics.
