Okay, so I’m not saying we should all drop everything and start protesting. But complaining that you can’t afford to protest is sort of the problem.
Meanwhile, the French took down their corrupt monarchy over being unable to afford food (amongst other things, but still).
Just saying, not being able to afford food is exactly the reason to start protests.

you cant expect those struggling to survive to protest when they don't have any reasonable means to join those protest. saying something like the French managed it when they had nothing is one thing but they had nothing to lose and at a time when society was completely different.
you cant expect someone living on an a balancing act to risk loosing everything to protest for a better situation when doing so could land them worse off. protesting for some could be the difference between having food or not, would you go protest if you had to go a week without food?

Probably the best way to do that is to convince people that flocking to urban locations will make them absolutely miserable.
The number of people in Bristol that have absolutely miserable lives but will do anything including living in squalor and losing over half their income to rent just to stay there is utterly staggering and worthy of study.
Whenever one of them finally runs out of money and ability to slog on they leave, and then shortly after post about how they're suddenly really happy because they have money, their rent is lower, they can enjoy their life, have hobbies, save a bit of money, etc.
