In Trump-world, he’ll send out those letters and those countries will be forced to pony up money to the US at whatever percentages he feels like.
As you ask - What will they have to pay when tariffs are being paid by US consumers? - the reality is that when he slaps a tariff on Canada, or more specifically on Canadian goods entering the US, it’s US customers who will be paying those tariffs. Not Canada.
The same applies to every other nation that Tariff-happy Trump decides to slap tariffs on. They won’t pay the tariffs; Americans will.

You’re right. I’ve wondered the same thing. Is he a complete idiot or is he some mastermind bent on destroying America?
I lean towards the former. His poor language skills and his famous disregard for reading reports prior to the daily briefings are what draw me to that conclusion. And his going with whatever whim suits him at the time that coincidentally is causing the stock market to loose points because nobody knows what to expect.
But his dismantling of the US as a World leader, his disassembly of critical offices like the Department of Health, DOJ, weaponizing Department of Homeland Security is so thorough, it almost seems beyond comprehension that it could be because he’s so stupid.
There is certainly no evidence of any conscience or moral compass in him.

I believe this is an intentional attack on America and it is two pronged.
The first is make the US friendless and broke so that they are not in the way of Putin’s expansion plans.
The second is to make the US populace at the mercy of the wealthy and powerful. They will go back to working back breaking jobs for little pay, relying on the company store, no benefits, no sick time, no healthcare, and no retirement. The company will own your home, your time, and your children…just like before unxs. The rich keep talking about reviving the “golden age” that was only golden for the wealthy.

The issue with the tariffs though as we know is they're planned to force countries to the negotiating table who possibly almost totally depend on the USA for their exports with the idea being he slaps a 50% tariff on and for agreeing to allow chlorinated chicken and hormone riddled beef into your market and maybe build him a nice hotel or golf course he will cut them back to only 10% but even at 10% it's still the Americans who pay for it increased prices

So, basically, all those “tax cuts” are being paid for by the tariffs. So, again, it's a transfer of wealth from the bottom to the top. It is all the working people paying for the tariffs so that the wealthy can have their taxes reduced.

Trump is running a bluff. Since his campaign promises to have money flowing into the US directly from the exporting countries turned out to be false, he has now been telling his followers that he’s using the pressure to make all these great trade deals. The purpose of the letters is to try to get some trade deals he can point at and say that he was successful. It also lets him push back his more draconian tariffs to August, another TACO[1] move so people won’t see the emperor has no clothes.
But his negotiating tactics mostly involve trying to bully others, which does not work well with world powers. In some cases, as with Canada, the insults and abuse actually strengthened his political opponent’s resolve and political position to oppose his efforts.
