I agree indoor smoking needs penalties. It's an old problem here. The government is trying, but enforcing strictly is tough because there are so many smokers. Jailing people for smoking could be socially unstable, and it's something public opinion here would struggle to accept. Many Chinese people dislike smoking and secondhand smoke too. Please understand it's a long fight.
