I don't understand why the government, whether Tory or Labour, don't make it incredibly difficult for people caught employing illegal workers.
If you issued massive fines and seized assets then I am sure the barbers/takeaways etc would think twice. Get caught twice and your business is forfeit and you face prison. It's not rocket science but seemingly it's impossible for the government to grasp this. It's actually baffling.
