As a German, this is the first time in a LONG time that I agree with government decisions.
We need to move away from America as a defence partner and for that we need money. If we limit the money available, then we cannot get this thing going.
In regards to infrastructure, it is very clear that the ENTIRE train network needs an overhaul. We use a lot of technology that is so outdated, that if you take a train, you have to expect at least 1h delay. If you got connecting services, you better calculate in a 2h buffer. Most of this is due old signals malfunctioning.

We can't do it alone. It takes all Europeans to build up a credible defense strategy against Russia. Btw it wasn't decided today to spend any money. It was decided today that the previous limit in the constitution is lifted for specific investments. For defense spending in particular the limit is not lifted but removed ("Whatever it takes") to destroy any Russia hope to be able to outspend us. It still needs to be decided on what exactly we spend all that money. There will certainly be a lot of discussion about this. Like it should be in a democratic country. Certainly a lot of that money will be invested within Europe. And only in close contact with our European partners will this become a success. I don't hear any relevant politicians say anything otherwise, though.

My reasoning is this:
The ultimate purpose is not to engage in war but to create credible DETERANCE. For deterence you need to partially build up your military stock and partially to show that you have the industrial complex needed to build as much military equipment as you want ( without building that equipment ). This means costs. Those costs can be smartly distributed over the entire EU. Those costs are not pure waste in case there is no war because the research and development can be reused for other purposes. In other words all EU will have some costs and some side-effect benefits.
Many EU countries have military complexes that need to be upgraded/modernised. Let's index all we have, decide what we want to build and where and start doing it. Concretely, if you have a good cannon factory ( that only needs a bit of an upgrade ) in a country other than Germany, upgrade that factory, make sure it will integrate with the main tank factory in germany, and avoid the costs of building a cannon factory in Germany.

Europe has to become more independent of the US weaponry. European manufacturing has to be rapidly grown and Germany is the motor. I am Polish. I do not fear an active, democratic Germany with large armed forces and acting as an arsenal of the European democracies. I do fear an inactive, pacifist, appeaseing Germany. Russia is the existential threat to Europe.
