Is it really? Only if you hold a myopic and frankly ignorant view of a functioning state. By Western Standards even China is not a functioning state. Neither is Russia. Which is pretty absurd. They are authoritarian yes. Lack many freedoms etc but they are wholly functioning nations.
Now compare to countries like Somalia and Libya for examples of failed states. Libya once was a functioning state under Gaddafi. Syria was when it was under total control of Assad, now it’s not.
It’s not upto us to decide how a state functions.

China shares a border with Afghanistan and Pakistan, which both themselves border Iran. If it's looking like the US is going to try for Iraq-style regime change and a permanent military presence in the country, China may yet get involved (though I agree that it won't be in a boots-on-the-ground sense).
Russia definitely has its hands full, though, and its main contribution so far has been to buy up Iranian drones so they're not available to Iran.
