This is because the contamination of eggs by salmonella, one of the causes of food poisoning, is much lower in Japan than in other countries, so you can eat raw eggs without worries.
In order to bring any safe eggs to the table, it is important that the chickens that lay the eggs are not contaminated with salmonella and other food poisoning bacteria.

In Japan, as a countermeasure, eggs are washed before being packed. The expiry date is 2 weeks shorter than overseas.
After purchasing, we store eggs in the refrigerator.
Freshness is important for eggs. 95% of Japanese eggs are domestically produced.

Australia here. Salmonella from eggs is not known. Eggs are not washed and are kept unrefridgerated for weeks. I might be missing some danger.
There’s actually two common ways to preserve eggs. Your way is to NOT wash it. Eggs have a natural coating on the shell that prevents bacteria from entering right after being laid. The second is to wash it and refrigerate it immediately. It’s been shown that the former method works the best but is somewhat unsightly.
Some nations innoculate their hens against salmonella(it is like a vaccine, but for bacterial infection), and other nations wash their eggs. Japan is like the US in that we wash our eggs rather than treat the hens, but both can work. The risk from unwashed eggs is that there are other less frequent infections one can get from eggs than just salmonella.
Washing does remove the egg’s cuticle though, so to be safe, they must be refrigerated.

When eggs are laid, they are covered in a thin coating of mucus. This quickly dries, and it creates an additional layer of protection for the contents of the egg.
In some countries, like the US and Japan, it is standard to wash off this natural coating. After which the eggs must be refrigerated.
In the US, our traditions and sense of hygiene tell us that the natural, unrefrigerated egg is dirty. I think that is the only reason we wash our eggs.
The inside of the eggs is sterile, and mother nature isn’t stupid, humans are. Unless the protective layer is damaged bacteria cannot enter into the egg.
Now this hardly speaks for understanding: “chickens that lay the eggs are not contaminated with salmonella and other food poisoning bacteria.”
Everybody has, that means you and me and every animal that poops, is has salmonella and other micro organisms. Salmonella even is on plants.
What about the meat of chickens?
We live in a world “contaminated” of micro organisms, and if we couldn’t handle this then we would have died a long time ago.

Poland here. Eggs are not washed and can be stored outside fridge for weeks (although they’re usually stored in the fridge, like most other food stuff). According to regulations eggs shouldn’t be washed either by the producers or in packaging, in order to preserve their natural freshness. The same regulations are applied in whole of EU.
One of popular dishes in Poland is tartar beef. It’s minced raw beef served with raw egg yolk and spices.
Never tried it with rice but I like drinking the odd raw egg with some milk and pepper. A quick whisk and enjoy.
In Europe we eat a dish called bavarois. It's a sort of pudding made from raw eggs. European hens are not vaccinated against salmonella and eggs are not washed.
How come? European hens are treated much better than American or Asian hens. Traditional caged hens have been forbidden since 2012. And as such, salmonella infections have dropped to about 3 in 10,000. (from 350 in 10,000 in the 1990s)
I was wondering why my Mexican girlfriend eats so many eggs. Now I know. It is a cultural thing afterall. By the way the Netherlands these days also has low rate of salmonella in eggs. After introducting strict guidelines. Chicken meat though is another matter.
Japanese food safety is probably the best in the world. You can get even chicken sashimi in Japan. I will any raw food in Japan.
I’m an old Japanese and I didn't know that eggs are washed, but I’ve checked the web and I notice that they are indeed washed today.
When I was a kid, the eggs are left on the shelf, not in the refrigerator, and it was safe for a long period. But I notice with the comments from others that eggs were safe in those days because it was unwashed and the cuticles remained.
This fact is news to me. I may have to tell to my friends of my generation because they may not know the fact that the eggs are washed, and therefore expiration date exists.
This is actually really interesting, thank you for posting this! I was always taught as a child to never eat raw egg because I would get salmonella, but I never actually knew why. I was so confused when I had seen people put raw eggs in their smoothies as a teen, really until now. Thank you!
