As example it's balistic missile technology came from China itself for allowing the Varyag aircraft carrier to cross the straights. German tech transfer for submarine and ship building, radar technology from french Thales for license build SMART-S radar production etc. So we already got the tech for free when we bought the platforms and weapons and there was no need to reverse engineer or copycat production. The only thing left was to enhance and build new and advanced variants.

Look at the arguments about the grippen becoming the next euro fighter. It's about 35% US components including the whole engine. today's z8 series are completely different from the old version. The new engines and avionics and shaped airfrxs, look from a untrained eyes, maybe the same. But it is a completely different aircraft.
