These Belt and Road Initiative projects benefit China in many ways. They create work for Chinese state-owned construction and engineering companies, create new markets for Chinese products, bring in revenue on project loans issued by the Chinese Export-Import Bank (basically financially tying developing countries to China), and promote international goodwill toward China.

80% of the effort spent on US-based projects is for getting/maintaining political support, chasing down funding, acquiring land, conducting environmental impact studies/ mitigation/ public outreach, and fighting hundreds of NIMBY lawsuits. This is also why most US rail projects end up being a series of compromises which, in turn, leads to mediocre systems that don't go where the people are or want to go, don't connect with anything, have poor patronage, and still end up costing more than anywhere else in the world.

The difference between China and the West is that the West simply pays or controls the African dictators to plunder the continent; China builds some and takes a lot, but at least they show some tangible work to benefit the people. Look at the foolish Chinese built Tanzania Zambia railroad. It was built in the period China was one of the poorest country in the world. And lost about 60s foolish Chinese lifes in the construction process. Where is the bay back? May be in the year 3000. The smart unelected politician gave stuffs away, the poor Chinese citizens paid for the gifts. Most of the loans to the poor countries ended up as grants because the loans are not paid. Sure created jobs in China who ended up paying for these jobs.

Through it all, China is getting a lot of money back. May be they should invest it now in the poorer side of China now. These projects are a form of exporting standards; railways/ports/power plants use Chinese standards and will require Chinese supplies long-term. 3. It boosts domestic employment and supply chains. 4. RMB settlement promotes internationalization. 5. Debt relief is backed by resource cooperation; Africa has 50% of global minerals. It’s basically reciprocal debt cancellation.

Solid gift in term of money , material, construction, labors, in exchange for untouchable, unrealistic support. I just see a lot of real gift in term of money and don't see any meaningful return. During China struggle in the past hundred year, i cannot see much of help from any country just to help China. The US had built some road but to transport ammo to fight the Japanese. Really nothing. I saw a huge improvement of living for Chinese, but we have a lot of improvement to go.

Why are no high-speed rail lines being built in the USA? China has built hundreds of thousands of kilometers of rail networks in recent decades. There is probably no other country with as much expertise in this area. Should Africans first make the same mistakes that China made, in order to perhaps have a functioning rail network in 20 years' time?

@arnolsi There are several countries with the expertise to build high speed rail in Africa. Spain is just one of several that could do it. But Spain, like most of those other countries, would never build this railroad in Kenya because its simply bad business. The RR will never pay for itself and Spain has no geopolitical interest in extending huge loans that countries will never be able to pay back.

The Chinese laying crews are well-coordinated, highly specialized workers; otherwise, the various projects could never be carried out at such speed. Even Spain cannot manage this, especially not in extreme environments. Furthermore, Spain is much more expensive and does not offer comprehensive care. Do you think that higher loans cause fewer problems because the money is owed to European banks?

@arnolsi Spain has the longest and most modern high speed rail network in Europe. At almost 4000 km and continously expanding, it is the second longest in the world after China and is likely to remain so.

@AltwoinChester China may be at the forefront of the technology, but Spain (and Japan for that matter) definately have the technical capacity to design and build high speed rail of the type China is buidling in countries like Kenya and Indonesia. But Spain doesn't have the financial power to up front all the financing, nor would they do so for investments that don't make business sense. Unlike China, Spain left its colonialist impulses behind in the 19th Century and has no interest in setting debt traps.

@AltwoinChester The difference is that the multilateral donors have learned to try (not always successfully) to avoid financing projects that are not financially self-sustaining and will represent a permanent financial drain on the countries in which they are implemented - projects like both the Kenyan and Indonesian railroads. The Chinese are more than willing to ignore carrying out even a basic life-cycle cost analysis, let alone the kind of thorough financial feasibility analysis that other donors require as a matter of course.

@AltwoinChester The difference is that China does not interfere in the domestic politics of other countries and does not demand massive social cuts and privatization like the IMF does. There are countries that have been in debt to the IMF for decades and are still only able to make interest payments, but are unable to reduce their debt. Some have already paid x times the loan amount in interest payments. This has led to repeated discussions about debt relief, but these have mostly been rejected by the transatlantic side. This is how countries are kept dependent—by the West.

You started talking of loans then digressed to engineers. Those are completely different topics. Who told you engineers are not being used? Funding was needed for the first phase hence the loan.. Second phase has different funding. Where is the problem?

The people you want to buy the equipment will not allow it. They will sell the equipment with conditions that their employees come and install and maintain it for a number of years. They want to maximize their own benefits.

Well doneby the Chinese! I'm so impressed and thankful that they put it on pylons, all the way through the nature reserve. High enough, that even elephants and giraffes can pass under it. Because they could otherwise be cut off from water and eachother, inbreed and cause accidents when crossing the rail tracks or standing on them in big herds..
