What annoys me even more is the fact that they agree on 20 yuan over a phone call but when he shows up she starts complaining. She's literally breaking a verbal contract for the service

I'm glad he has this on video some customers are really dishonest. If she wasn't going to cover his time for coming back he could have left her phone at a police station near him before and not wasted his time.

You know when the company decides to defend the driver (which in most cases, they would rather fire).
That lady is really a Karen. She probably demanded to speak to the manager when she filed her complaint.
The driver did the right thing, he would have just left it at the nearest police station at the start, but since that lady ask him to bring it back to her, she had a verbal agreement to pay 20 yuan which is really nothing, i would gladly pay 10% to 25% of the cost of my device as a returner fee.
Instead she decides to back flip on her words and judging from his reaction, it's the right thing to do is just drive off and either throw the phone away or since he's a nice guy, drop the phone off at the police station (however far off he wants it to be).
People like those can't be reasoned with.
I know since I work in customer service and the amount of entitled people nowadays are delusional level now.

Kinda funny hearing the phone owner lady yelling "I'll pay the 20 yuan" after the driver had enough all the BS and drove off.
Another sample of a person that felt entitled rather than grateful when a car driver trying to help. Kudos to the driver for smart thinking by sending it to a police station rather than throwing it into the nearest pond.

what probably occurred must be along this line.. the woman called when the driver is already quite far from her... driver informed he will drop it off at nearest police station, the woman requested to be delivered to her position.. hence reasonable request from the driver to be compensated at least for the fuel....

RMB20 is a very small amount even in China.

Responsibility and accountability. If you forget something in a taxi it's on you. And if the taxi driver is kind enough to do another trip to return your item then it's your duty to pay them for their lost time and money that could have been made with another traveller.
I left my Raybans once in a taxi. Called up and got my sun glasses returned at a location that was convenient for both of us and gave him triple the taxi fare even though he wanted nothing. Fair is fair.
