For example I live in Taipei which, although there's many skyscrapers and high end shopping malls, there's some areas with these grimy looking buildings and some areas that straight up look like ghettos. Usually though the insides of these buildings are super nice, the overall infrastructure is great and Taipei is a super modern, clean city.
I feel like the same could be said for certain areas of Seoul. Haven't been but I feel like Bangkok could be similar. So what are some more example of these kinds of cities?

Definitely Hong Kong. It's famously gritty. The most modern all around is probably Shenzhen or Dubai, maybe Singapore.

I wouldn’t necessarily say “run down” but a lot of unassuming vinyl-clad triple deckers in Greater Boston, especially in the dense suburbs of Cambridge and Somerville, are actually spacious and gorgeous inside and VERY expensive.

As someone who lives in Chicago, I don't think Chicago has the same issue as many East Asian cities. The difference, I think, is that Chicago's old buildings are brick and the new buildings are glass exteriors. Those both have a tidier look than the concrete exteriors that are common in many Asian cities. Concrete gets stains and weathered appearances more easily than glass and brick.

korean cities are such a stark contrast of falling apart but also having super modern ammenities. i live in gwangju and there old town area is literally full of abandoned stores and houses but then you also have super high tech areas and trendy cafes mixed into it.

Yeah looking at some of the responses, it seems the only cities that don't fit the bill are relatively newly built cities like Dubai and Shenzhen. Maybe some of the well preserved old towns like Prague but then some of the areas outside of the old town look pretty run down.
Perhaps Tokyo is one of the few cities that wasn't recently built and doesn't seem to look rundown, at least I haven't found any areas that fit the descxtion yet.
