There was a tweet by President Trump regarding America's demand for HCQ which is found to be a potential treatment against Covid 19 , affected patients.
However the demand was seen as an arm twisting against India.
This has not gone well with Citizens of India which was a surprise since India needs to meet the local demand where HCQs are widely used in Anti Malarial/Rheumatoid Arthritis treatment.
On the other hand, HCQs are not yet undergone large scale clinical trials in Covid 19 cases, thou small French trials have shown some benefits in treating Patients with Covid 19 infection.
Yet Prime Minister Modi has lifted the ban of Exporting HCQs to neighbouring countries , with a policy of Help Neighbours first.
Now why did Trump talk about retilation with India if their demands are turned down!
The reason is the virus has infected more than 3 lakhs Americans as on 6 th April 2020 , and the counts looks to be increasing daily.
Trump knows that Indian Pharma industry is ranked third in the world in terms of Volume and the only saviour to produce HCQs on a large scale with affordable price in a short time.
However the request could have been made in a sober way, as did today 8th April 2020 Brazil Government made a humble request to India .
As of now regarding supplies to US, we need to wait and watch.

The whole situation with the Healthcare system in India in a very unfortunate state. The quality of the drugs are poor and the delivery and distribution is equally bad.
However, this is what happens when India doesn't respect IP concerns and pricing guidelines established by the rest of the international community. US and European drug companies have avoided dealing with the Indian healthcare system since the Indian healthcare system and government has been incredibly stubborn with not setting their bar higher and have been inable to understand that they are dealing with an industry that shouldn't be cutting corners. It would be harsh to say "that they told you so" but that's exactly what happened.
While it could be easy to brush this off as "you get what you pay for", Indians have enough national pride to know that as a drug company providing drugs to their people, they have obligations to fulfill. The reason why they ignored many of the IP rules and tried to cut corners was so that COULD provide drugs to their people at an AFFORDABLE price. While the Indian pharmaceutical industry is currently getting slammed for making low quality drugs, you should know that they have been trying to keep India's best interest in mind.

The answer is in your question itself,
Yes USA is the biggest market in the world by volume.
That's the reason Indian companies are more concentrating to export to USA.
Many Indian companies have grown big because of large revenues due to export of pharma products to America and to the rest of the world.
Manufacturing cost is comparatively less in India,so is the high profits when the sale is made in USA.
America always prefers to outsource most of the manufacturing or services to third world countries.

Well Hydroxychloroquine (HCQ) is an anti-malarial drug similar to chloroquine, one of the oldest and best-known anti-malarial drugs, but with lesser side-effects. It can be bought over the counter and is fairly inexpensive.
So how hydroxychloroquine become famous?
Well The drug shot to fame as it is shown to have shortened the time to clinical recovery of COVID-19 patients. However, many of these are in small lab-controlled testing and no proper human trials have been conducted to determine its efficacy.
A study in France enrolling 80 patients showed that hydroxychloroquine alone or in combination with azithromycin appeared to reduce virus levels quicker, as did a study in Wuhan — the epicentre of coronavirus outbreak — in which also it appeared to reduce the duration of severe illness.
Basically all the lab researcher are trying very hard to find the vaccine or tablet as soon as possible.
Officially There is no specific medicine to prevent or treat coronavirus disease (COVID-19).
If you develop a fever, cough, and have difficulty breathing, promptly seek medical care. Call in advance and tell your health provider of any recent travel or recent contact with travelers.
