It depends on what you want in life but here’s a bit of a comparison:
For foreigners: The average level of English skills are significantly better in South Korea than in Japan and Koreans know more about Western culture such as hip-hop, hollywood, American or European fashion trends, etc. than Japanese people do
Racism: In both countries Black people, Latinos, Southeast Asians, etc. recieve the most racism and White people are idolized. The racism standard is pretty much the same and there is definitely systematic racism, however Koreans will be more direct and do things like stare at you in the subway or curse at you and in Japan they won’t say much but instead just give you worse chances at getting a job, getting a flat, etc.

Costs: South Korea is cheaper than Japan and the living standards in South Korea don’t drop when you’re in the countryside but the costs do however in Japan costs are extremely high in Tokyo, Osaka, etc. and in the rural areas as well but rural life in Japan has lower living standards.
Food: If you’re into fishy, sometimes sweet or sour foods, soups, etc. then Japan is the right pick for you but if you’re more into spicy food, pork, barbecue, Kimchi, etc. then South Korea is right for you. Vegetables and fruits are very expensive compared to the West in both South Korea and Japan but in South Korea you can find restaurants and cafes that have good food for a cheap price whereas eating out in Japan is very expensive if you’re not rich.

Pollution: South Korea definitely has more pollution than Japan but its mainly seasonal and not nearly as bad as in China, India or Vietnam. Pollution in Japan is barely noticeable so both countries are okay in that regard but for South Korea, in Winter there is a fine dust period where wearing a mask is important.
Nature: Cities in South Korea tend to be concrete jungles with only a few but quite beautiful and spacious areas of nature, in Japan most big cities have a bunch of nature. The countryside in both countries is very beautiful, both Korea and Japan are majorly mountainous and hilly. In South Korea you’ll find more mountains and hiking trails but in Japan the mountains are higher so depends on what you’re into. South Korea has more beaches and Japan has more islands, lakes, etc.

People: I’m not going to say which country has better people, both countries have amazing people and there’s no such thing as a country that has better people than another country but if you’re a Westerner you’ll find it easier to socialise and deal with people in South Korea due to Koreans being direct in regard to their emotions and refreshingly straightforward when it comes to their plans or ideas whereas Japanese people are probably the world’s most indirect and secretive, reserved and complicated people. Both countries love alcohol and sports but Koreans are even more of a party animal bunch and they drink even more alcohol, the atmosphere is definitely way livelier in South Korea due to people being not as reserved and feeling more comfortable with letting loose.
