There's also probably going to be about 10,000-20,000 Americans in any country (with some obvious exceptions) just because there's a lot of Americans and America gets involved in almost every country in the world in one way or another.

The State should have responsibility to provide services such as health and education. When this is done by the ONG’s the state is not held accountable for such things, it weakens the social contract and makes for corrupt governments.
Finally, the State also never ends up developing those services and stays in this status quo of unsustainable reliance on foreign aid.
