the farmers in Canada actually hold an absurd amount of political power and privilege, it’s not like the US you actually need a certificate to be able to produce a cow or chicken’s worth of produce and those certificates aren’t issued anymore so it has to be bought off existing farmers. Any agreement that takes away from their market tends to need some sort of usually monetary compensation to get them to agree, it might sound weird but the farmers have a lot of money and influence.
