Armenia got its independence in 90s while India became independent on 47. In order for India to become a superpower, it should have Indian supporting countries like how pak is to China. The thing is Armenia only has a budget of $800 million so they can't really afford much. If we give a credit line that would mean Turkey and Azerbaijan could mirror that with Pakistan. Second is there's no good way to give them weapons either as Turkey could easily block our ships and the only other way is Iran who has much closer relationship with China and also has a history of reverse engineering things. And I'm pretty sure the government isn't taking a strong move against Turkey because they're waiting for Erdogan to be replaced and see if Turkey's policies change. If it doesn't then expect India to do something as well but currently there's not much scope. Our corridor with Iran and Russia is also going through Azerbaijan and our ties with Azerbaijan aren't really negative. It's Turkey that has been getting out of pocket and although Azerbaijan is kind of like a vassal of Turkey it's still pretty autonomous except in decisions that could mutually hurt bother. We would've have had a chance if Israel was against Turkey and Azerbaijan but they're kind of in a loose alliance against Iran so there's not much we can do
