If only India focused on cleanliness and taking proper care of its historical sites, it could easily be amongst the top 5.
We have more than 3500 years of history and culture, beginning with the Indus Valley Civilization and continuing with the Mauryan Empire, the Gupta Era, Delhi Sultanate, Mughal Empire, Maratha Empire and so on.
