Canada was about as prosperous as the US from the very beginning. It was a large part of the British Empire.
Japan and Germany were both built up for pragmatic and strategic reasons. The US wanted a strong Germany to help against the USSR, and a strong Japan to help against communist China, North Korea, and the USSR on the other side. Destroying the German economy also allowed for radicals to take over the German government in the first place leading to WWII.
Mexico has never been a threat, nor is it strategically important. There is no threat to the south that makes the US want to build Mexico up, and the US has always been able to quickly contain radicals that threaten the US from Mexico.
Turning Mexico into a manufacturing hub like China would not make it rich like Japan or Germany, and would make it a huge creator of pollution.
The US also doesn’t turn countries into manufacturing hubs. They have to do things, or have the conditions already in place, to make themselves exporters. The US can stop countries from being manufacturing hubs by embargoing them, but allowing China to become one was in the US’s strategic interest as China shifted from being an ally of the USSR, to being closer to the US.
In my opinion, the easiest way the US could replicate the success of Japan or Germany in Mexico would be to militarily conquer Mexico, bomb most of the old buildings freeing up space for new infrastructure, and then depose the leaders and enact land policies like the ones in Japan and South Korea, making land more productive by kicking all the old land lords off. I am not sure being rich is worth that.

One other thing worth noting: Germany and Japan both had strong industrial traditions by the time WW2 happened: people were used to widespread manufacturing, and many of the survivors of the war had skills from before the war that were useful in industry. While the buildings needed to be rebuilt, the people in their societies already knew how to function in a highly industrialized economy. It’s easier to rebuild a Volkswagen plant in a town that had one, for instance, that to educate the people of a country on how to design and manufacture cars.

Example: Corruption. If a country is rich but its leaders corrupt the country will be poor. This is quite natural. If someone steal your money, you will be without money
Example: Lack of citizenship. If people do not trust the state and forms armed militias the country will go down in flames, like the Kongo (A super rich country when it comes to natural resources)
My advice to Mexico:
Fight corruption
Create a trust in the State (comes natural when corruption is gone)
Eliminate criminallity (possible when cityzens trust the state)

The great equalizer in the world is education and allowing people their own incentives. That is allowing people who innovate to keep more of their money. The USA is the champion of this. Mexico never has been.
The USA with 536 billionaires and a population of 324 million has 1.65 billionaires per million people. That leads the world. Canada with 1.08 billionaires, Germany with 1.25 billionaires per million and the UK with 0.82 billionaires per million people are high in this respect.
European countries with more regressive tax schemes (France, Spain) have fewer billionaires per capita France 0.69 and Spain 0.46.
Asian countries have very regressive tax schemes. Japan has 0.19 billionaires per million people, China has 0.15 and India has .08. Mexico more resembles these countries with 0.12 billionaires per million people.
