Two reasons:
They don't need to be. They're pretty tight with us down here in the US.
Even if they weren't, Canada is a world leader in nuclear technology. They're one of a handful of countries like Germany and Japan that could have nuclear weapons in a matter of a year or two, but choose not to.
Don't give the Canadians a reason not to be polite. You wouldn't like them when they're angry.

Also, don’t forget how fearsome the canadian troops were during both world wars. They may not be “militarily powerful,” but when military might is needed, they’re more than capable of mustering it.

I think geography is the reason. There’s only one country on earth with the ability to project enough force to overcome Canada’s military. Given the power disparity between us I don’t think it’s worth attempting to develop defences against them.

Brian, thank you. Canada is a Peace Keeping Nation and takes that responsibility seriously. Canadians love their peace and use the military power to help keep the peace wherever the need arises. First of all, Canada is a small country by population. Its population is less than half that of Germany; just over half that of France or the UK; less than Poland's, even.
Second, Canada enjoys the benefits of existence under the US defensive umbrella. The military doctrine of the United States is such that they would respond decisively to any aggression on North American soil. Arguably, Canada could get away with having no military at all without compromising its security or territorial integrity.

Now of course it means that Canada is defenseless against any US aggression. Thankfully, Canadians don't have to worry about that prospect too much. While it's true that the US military has plans on its shelves for the very unlikely scenario of invading Canada, the reality is that these two countries have a very close military alliance; just look at NORAD, for instance.
So this puts Canada in a very convenient (and arguably, somewhat hypocritical) position where it can portray itself as a peaceful country, yet rely on the most powerful military power on the planet for its defense.
And more recently, look at Canada's contributions during WW2. There is some debate whether Canada was the 3rd, 4th or 5th largest naval power at the end of the war, but whichever way you look at it, for a country of 12 million (in 1945), even being number five is quite an achievement.
And lest we forget, Canada was a contributor to the Manhattan project. There have been nuclear weapons in the Canadian military up until the 1980s (though these weapons were, at least partially, under US control). Though Canada never developed an indigenous nuclear weapon, it certainly has the capability to do so, and in short order, in probably less than a year.

First of all, Canada is a very small nation - both in population and economy. Second, Canada has a very "on the fence" political attitude. We're neutral as long as a grey zone exists. And perhaps most importantly, we have a big brother - the USA. As you can imagine, this results in next to no need for a powerful military.
I would say that Canada is not a militarily powerful country in comparison to Russia or the USA; but in comparison to nations of similar size, Canada is incredibly militarily powerful.

I would not underestimate the military prowess of the Canucks, our friends to the North.
They fought well and bravely in Europe in WWI and II and the Canadian Navy in WWII was the unsung hero of the Battle of the Atlantic against the German U-Boat menace.
The Canadian Army is quite small but its a dedicated, professional, all volunteer and well equipped military.
Size-wise, of course, they don’t field an army the size of the US but they have no need to as the US is largely responsible for Canada’s security.

Because Canadians do not want their country to be militarily powerful. Politically, we do not want to spend the resources it would take to become militarily powerful, and would rather spend that money on other things, like national health care.
When it comes to national security, our cultural and political inclination has always been to do this through diplomacy, ie by alliances.

Canadian troops performed very well in both the First and Second World Wars. In WWII in particular, Canada's contribution to the allies was behind only Great Britain, the US, and the USSR, and an order of magnitude greater than most other nations on the Allied side. We shared the North Altantic Theater (ie the battle against the U-boats) essentially as equals with Great Britain. We were an equal partner with Great Britain and the US in the Manhattan Project. By the end of the war, Canada's navy ranked 4th or 5th in total tonnage in the world.
That giant navy was scrapped back to minimal pre-war levels with a few years after 1945.

In peacetime we maintain a small, but well equipped and very well trained military, capable of participating in joint operations with our allies, which will include one of the world's great powers. If we feel there is an urgent enough reason to, we can rapidly militarized, and when the need passes, we demilitarize just as rapidly.
