Why Can’t We Manufacture Mobile Phones in India?
“Chinaa is a shitty country and we need to ban all Chinese products. We anyway manufacture mobile phones in India,” a person said while typing on a Redmi smartphone.

How many such machines is India having right now? Zero.
China has more than 350 of them.
Even if we buy 2-3, it is not sufficient for Indian demand provided that all companies will use it.
Eventually, it is cheaper to import products than to buy that machine and use it.
I personally feel that it is not even necessary for the Indian Government or any business to buy that machine because it is not worth.
Reason? Climate Conditions of India are simply not favorable for manufacturing the Electronic parts.

Display Panels
A display is the only component in a smartphone that doesn’t require a chip. It’s made purely from glass or plastic.
The best quality of display panels come from Samsung. Even Apple iPhones have display panels made by Samsung.
According to Samsung, the majority of its display manufacturing takes place in South Korea, China, and Taiwan.
However, Samsung built its factory in Noida, Uttar Pradesh which is also the largest factory in the world.
So yeah, we can hope that it will soon start making display panels in India.
Other major players include LG, Sharp, Foxconn, etc which make display panels in their respective countries.
Indian companies make display units but they are LCD displays and the quality is not too good. I don’t think you would even like them in your smartphones.

1. Mass Production
China is vast in terms of population and area. While India is an agricultural country and Agriculture employs 49.9% of the population.
According to the Indian Cellular Association’s report to Business Today, India can only assemble 270 Million smartphones as compared to China which produces 1.1 Billion per year.
Also, China works on economies of scale along with the full-fledged ecosystem.
Let’s understand in easier terms. It’s cheaper to produce and sell 1000 products rather than making and selling a single product. That’s how the wholesale market works.
Skilled labor is way too cheap in China as compared to any other country.
2) Logistics
Another important point to note is that companies are making all the components in China. So logistics becomes cheaper.
Importing 4 different parts and assembling costs higher due to the expenses. India is lacking here.
As a result of mass production and the complete ecosystem at the same place, cost per unit production is the cheapest in China.

Also, Indian Rupee is weaker than the Chinese Yuan in the International market. So, it is more like a loss for India.
4) Incentives and Benefits
China has been welcoming global companies to manufacture in their country by giving several benefits and incentives for a very long time.
India didn’t even talk about ‘Make in India’ until a few years back.
This is where we left behind.
It’s like a student waking up at the last moment to study for an exam the next day. While the topper has been studying since the beginning of the year.

With the recent stable conditions, India seems to be getting more global companies. We see more investments these days.
Although we cannot purchase chips, for now, there is still hope for the future. We might do that in the future.

The reality is if we go by the definition you are giving, there is no country that “makes” phones. Everyone just assembles them. Even China.

Semiconductor industry is one of the most important in the world. There is a difference between making in India and assembling in India. Any country can assemble phones with minimum resources but there are only 4–5 countries in the world which manufacturers it. Future war will be fully electronic warfare. For these we need build our own chips. This is not just making smartphones but also making weapons. That's why we need our own manufacturing hub, otherwise we have to depend on those handful of countries and on any day they can ditch us. I hope you can understand.

With what I read in the answers that have already been given, I had to share my view as there is a plethora of misinformation going around.
Smartphone/Electronics manufacturing and design have both hardware and software components -
1.The Hardware : is the chipset/motherboard, screen, camera, various sensors etc. In short anything that you can touch in the phone is hardware. Most of these components are R&D ed by large companies like Samsung, Apple, Sony etc. Here the teams are mixed and contain researchers or scientists from various countries. They come up with the main concept and working product. Since majority of these R&D centers are in US, the patents are filed there under the company’s name. Once patented, these components are blue printed and outsourced to countries like China due to only one reason - Cost of Production. India can also be a competitor here if we can bring down taxes and procurement cost of components so that we can match the cost of China. The various hurdles by the government during the boom years of the mobile phone revolution led to the development of the IT Services sector more. This is during the NOKIA generation mind you.

and then above it is the Operating system(OS like Android),
and then on top of that run the various APPs (Like GMAIL, Calling APP, Games etc.).
In all of these levels of software, there are many Indian software engineers at work. And this actually is the cutting edge of the software that you see on the example taken - mobile phones.
I work at IBM and the misconception is that we are not working on the bleeding edge of technology. We work on the bleeding edge of software every day as are the Indians working in the R&D teams in IBM, Sony, Samsung, Apple etc.
We make cloud computing possible, we make the latest retail technologies helping big chains process orders understand and manage stock needs across large geographical locations, providing secure infrastructure for a company to run, do predictive and historical data analytics and all the buzz words that you can see in the internet. I have personally worked in an AI related project for IBM Watson as well and mind you I am not even in the R&D department. So the thing is its not the capability which is missing, its the COST OF PRODUCTION which matters. We have exceptional talent across technologies who are solving the biggest practical challenges faced by Fortune 500 companies so as an insider I can’t say we lack the know how. We lack the infrastructure to produce things at a low cost. That’s all! Hope I could bring in some perspective! Cheers!

So both the things are not totally related.

in engineering colleges removed some well-known colleges other are just focusing on how to get 23 marks out of 70.
The teachers who are teaching coding subjects they don't work on the real-time projects so how he/she teach practical knowledge they just know to teach don't know the coding.
Engineers learn by doing and not reading.
Also, teachers even want to teach students practically so there is another problem that campus doesn't have enough devices and if devices are present then they don't meet with minimum requirement specification for a particular software like Android(for making mobile application).
Half of the engineering student pass out by attending video lectures on YouTube a week ago from their exam.
After completion of engineering, every engineer realized that the 3/4 year is wasted and join any company where he actually takes training first and learned.
Now engineers become robot they do the coding which company want from them.
Here is the story of the common engineers and who have a special skill or have the money go abroad and give rise to a company that produces smartphone.

Well, smartphone manufacturing is not related to software engineering. India needs to learn how to make chips and other critical components to be able to manufacture smartphones completely in India. Currently India has to import prefabricated components because Indian companies neither have the hardware, nor the knowhow of making/using it.
Also, it's a misconception that India has the best software engineers. India does have a lot of software professionals but they are in the software business just because there are more jobs available in the IT industry. Most of these software professionals are just about average to below average in their skills. The very highly skilled people follow the standard bell curve and the majority of the cream of the crop migrates out of India by the thousands every year to never return anyway.

The Indian government is bringing the reforms and we may see in the future some companies coming in India and manufacturing in India. Samsung has already opened its manufacturing hub in India. Apple is also thinking about the same. But still, the government has to take many steps. So, that international companies come and settle in India. India has a good number of mobile users and companies can earn a lot of money if they come and settle in India but for that India needs to make the business environment.
